A project with SSDs

I've currently got two 2.5 inch SSDS both 250gb attached to my Raspberry Pi4B 4GB with a 64gb SD CARD. Im currently trying to figure out the best way to run each SSD seperately, one as a NAS and the other as a KODI/OSMC media centre. Whats the best way to do this? I've thought of using NOOBS on the SD card to access the SSDs but I figure seeking some advice before putting in the effort would be good.

Docker allows os with gui ? Thought it deploys cli only like cloud notebooks jupyter

the Performance would be horrible

so docker will give you 2 completely different cli not depended from eachother

There is also a ESXi (VMware) version for Raspberry Pi and that will give you a fully virtual environment and the installed virtual machines thinks they are running on their own hardware. Ref.: https://flings.vmware.com/esxi-arm-edition
