Rpi3B NAS HELP!

It depends on how advanced NAS you want. Just installing Raspberry Pi OS and add Samba so you can share files with Windows/Linux/Mac computers is quite trivial, 10-30 minutes work. See https://www.raspberrypi.com/tutorials/nas-box-raspberry-pi-tutorial/
If you wish a more advanced NAS you can pick a NAS distribution and then you get Web management and more features integrated in one place, the Web interface.
Could you do a NAS/Media player?
i wanna figure out how to take all my DVDs and put them on the nas to stream to other devices
i havnt ripped a dvd in YEARS idk if handbrake is even around anymore
Handbrake is there, Opensource is hard to kill 🙂

and i wanna watch them on a computer can it stream the video or would i have to download it then watch?
You can either stream, or use the NAS as a harddrive over the network (NAS = Network Attached Storage)

That is a NAS distro that can be installed on Raspberry Pi hardware

Most NAS have a plugin system for extra features like "Photo album", streaming, web servers +++

And ripping on a Pi would take time, but Im used to just put a DVD/CD into the tray and then do other stuff

I have a Zero as backup for IoT (Mosquito server) and I just bought a Zero 2 for lab before I deploy something on my Pi 4
The Pi 4 is my main IoT server and I will deploy a media server soon and a MagicMirror2
oh well, he will be homeless for now.

Control things, like lamps from Ikea, or smart home things from Shelly, or Homematic.
