difference between dev kit boards and regular boards

Hi all, as the title suggests I’m looking to find out the difference between a dev kit board and it’s “normal” counterpart, specifically this one: https://thepihut.com/products/olimex-esp32-c3-devkit-lipo-risc-v-development-board (I’m looking to just use an analogue thumb joystick with it coded to send up, down, left, right signals to a PC - would this be suitable?) Thanks.

There is no standard definition for what a dev kit or regular board is.

Do you have any experience with this board?

Not exactly that one but similar boards.
