PI 4B refuses to boot with SD card inserted

Just setting up my PI and I used imager to download Raspberry PI 64bit OS. Already updated the EEPROM configuration as well. PI boots to bootloader without SD card. I get the error "Input Signal Out of Range". Can provide video/pictures. My card is a onn SDHC 32GB micro SD.

I changed EEPROM settings to boot from SD first and then try USB. I don't know much about what it actually does, but some forums suggested I try that.

Last night. I've reformated my sd card and reinstalled the OS about 5 times already. Even tried the hdmi_force, hdmi_group, and hdmi_mode cmds in config.txt.

I don't know how many Volts I'm getting, but I use the same block that I use to charge my phone and the same cord I use to charge my speaker.

ok check the bottom and check to see if it says "output=5v/5a" or something similar. if your not sure take a pic and send it

Found the output on the block. It's 5V=3.0A, 9V=2A, and 12V=1.5A

set the username and password to something you remember, if need be write it down. i usually set my username to my name

then look for your pis hostname, the one you set in the imager

you find your routers local ip, this could be in your wifi settings or by running ip a in the pi then search it up in any router

nothing in this section should do any damage to the pi btw. pretty much anything that happens we can just reflash the SD card and it'll work again

i set my VNC resolution to my monitor's and nothing happened. The first one i tried might the error screen keep flashing on my screen. Every other setting kept my screen black
