PI 4B refuses to boot with SD card inserted

Just setting up my PI and I used imager to download Raspberry PI 64bit OS. Already updated the EEPROM configuration as well. PI boots to bootloader without SD card. I get the error "Input Signal Out of Range". Can provide video/pictures. My card is a onn SDHC 32GB micro SD.
wait you want to boot from sd card but changed to eprom settings so it doesnt boot from it?
oh you mean usb boot or whatever but also have an sd card inserted
I changed EEPROM settings to boot from SD first and then try USB. I don't know much about what it actually does, but some forums suggested I try that.

ok how long ago did you install the imager?
Last night. I've reformated my sd card and reinstalled the OS about 5 times already. Even tried the hdmi_force, hdmi_group, and hdmi_mode cmds in config.txt.

firstly whats your power supply?
I don't know how many Volts I'm getting, but I use the same block that I use to charge my phone and the same cord I use to charge my speaker.
ok check the bottom and check to see if it says "output=5v/5a" or something similar. if your not sure take a pic and send it

Found the output on the block. It's 5V=3.0A, 9V=2A, and 12V=1.5A

set the username and password to something you remember, if need be write it down. i usually set my username to my name

then set the hostname also to something youll remember. thisll be the name of your pi

using root as the user is highly unadvised unless your very advanced

and before you plug anything in like hdmi just look at both the green and red lights
and then plug it into a monitor

Yeah I still get the error of "Input Signal out of Range"
The green light is blinking somewhat randomly
ok dont unplug it just unplug the hdmi
this is somewhat of a good sign
ok search up your routers ip in a browser
okay. The green light just stopped blinking all together
i have my router's ip
ignore it and just carry on. mines not blinking rn it just means its not running too much
ok search it up and go to the connected devices part
then look for your pis hostname, the one you set in the imager
if its online it means your pis booted

you find your routers local ip, this could be in your wifi settings or by running ip a in the pi then search it up in any router
yeah you need to probably put your wifi details in there

idk this isnt the case for my network
it only asks for the admin password when doing stuff in the advanced settings
when i login, i only get a screen that tells me i can reset my password

the ip is the same as my network's ip... which is just generic
ok so i think the problem was that the tv is unusual or something so the pi doesnt know how to use it

ok is your main computer your doing this from windows?

ok press the windows icon and search up cmd
then enter ssh [username}@192.168.1.11
and enter your password, it wont show so just type it in and dont worry about the password not showing

now what im going to do is enable vnc, this means you can wirelessly see the gui without the hdmi connected to the monitor
its low latency so if we cant get the monitor working then this could probably replace the need for the monitor anyway

yes, go down to interfaces and turn on vnc
then press back and then finish
use the arrow keys to get around

great then press finish, if it ask you to reboot press yes
i pressed finish but it never asked me to reboot

nothing in this section should do any damage to the pi btw. pretty much anything that happens we can just reflash the SD card and it'll work again

if none of them work then I have no clue what to do and you'll just have to use vnc
i set my VNC resolution to my monitor's and nothing happened. The first one i tried might the error screen keep flashing on my screen. Every other setting kept my screen black

oh well if none of them worked then disable them all again and we can set up vnc

ok all it takes is for you to download "realvnc" and in the search bar kind of thing enter your pis ip and follow the instructions to vnc to it
plugged the hdmi cord into my tv and it worked
you were right, it was my monitor
