rpi4 model b 4gb on boot red and green light on solid with new flashed fresh sd card

does anyone know how to fix this?!
furthermore ive got the ethernet plugged in too and theres no leds blinking on that at all
same result if i plug it in with no sd card
something physically wrong with the pi? its not damaged in the least anywhere
