anyway to fix dead usbs/pcie link down on 4b?

booted up my pi and it says 'pcie: link down'
assuming this means that the usbs are down (which they are)
how can i fix this?
what more detail can i add? there's nothing else i can dig up, seeing that i can't connect a keyboard or mouse
