SSH into Pi 3A+

How can I ssh into my Pi 3A+ via USB? I have been following this video: https://youtu.be/7nDJPidKSPA?si=PZm3fRWedA0UtWqu I’ve tried both putty and Debian on WSL, but when I try to ssh, it cannot resolve the hostname. I tried to ssh into 127.0.0.1 and the same thing happened. When I try to view my network connections in Control Panel or usb devices in Device Manager, the PI does not appear as an RNDIS gadget. I can SSH through wifi, but I want to avoid that because when I move back into my dorm, it will be difficult to get my device added to the internet whitelist. What can I do now?
