Raspi 4 With Rotary Encoder

Is there a way i can program raspi 4 with rotary encoder using sensor hc-020k for seeing the motor speed. I got stuck, cause i can program it with arduino uno but cant program it with raspi

What interface does the rotary encoder have ? And Arduino is a realtime MCU which a Raspberry Pi isn't and that has an impact on some hardware decoding.
