robot controller

i got one of these https://www.waveshare.com/product/robotics/mobile-robots/raspberry-pi-robots/wave-rover.htm I want to make a remote control for it. im going to attach the pan and tilt camera and some lighting on the front also. but does anyone have an idea how to make a controller for this?
