raspberry pi 4 not reading SD card 64g A2

I’m trying to connect over my network and get the error SSH network refused when I do the ssh command prompt. The red light stays on and green light turns on without SD card in it. Once I insert SD card it starts rapidly flashing (no patterns) and then about a minute later the green light completely turns off. Any help/ideas would be great. I’m new to this so I’m having a hard time troubleshooting.

But you don't insert the SD card while the Pi is running, do you? How did you install the OS?

I followed some instructions on a YouTube video so I think I did insert it while it was stilling running. If that’s the case then the SD card would be causing the issue correct? I installed OS by downloading Raspberry Pi Imager and following the instructions/recommended settings according to my pi.

In a video it was recommended to insert the SD card when the Pi is already connected to the power supply? Sorry but what kind of fool gives such a recommendation? You shouldn't watch this person's videos anymore! Disconnect the power, insert the card. Or shut down, disconnect power, remove card. But please never insert or remove the card when the Pi is connected to the power supply.

This might be a dumb question but just making sure is that same case with my computer as well. When it says the SD card has been ejected should I shut my computer off before taking it out/putting it in?

No, but for your PC it is an external data carrier that it can eject. Unlike the Pi, where the SD card is the hard disk and you wouldn't remove then hard Disk from your PC during operation, would you?

So I unplugged the pi completely. took out the SD card and then put it back in. Plugged it into the power supply and tried again. It’s still coming back as connection refused and same thing with the green light. Is it possible I’ve ruined the SD card?
