Solid Red Light on Pi 5 & No HDMI Signal. No Peripherals Connected. Any Options to Recover?

I've tested with multiple pi's. This isn't a power supply issue because the other pi's work fine with the same setup. When plugged in, the LED lights go Red, Green and Solid Red again. I've flashed the EEPROM Bootloader image and waited 10 seconds, nothing. The SDCard doesn't get read. Are there other ways to recover these? Not sure what else to try.

Which OS is on the SD card? Bullseye does not work on the Pi 5, as you can see here: https://www.raspberrypi.com/software/operating-systems/#raspberry-pi-os-legacy-64-bit

I've tried no OS, Pi OS 64 and the EEPROM Bootloader as images. Everything loads fine on the other devices, it's just this one Pi. The debugger does not load with an SD Card removed either. Thanks for the info, that's good to know.
