STUCK ON BOOT SCREEN

Deleted and reinstalled 64 bit OS into this raspberry pi 5 using 256gb SD card. The oh is 4gb ram so does that pose any issues?
i used an SD
it didnt work.
now i am using a USB flash drive
to install the OS
that's also giving me the exact same screen
and its stuck
my pi flashes green and shit
im sure it physically works fine
but it just DOESNT INSTALL THE GODDAMN OS
I WASTED A DAY OF MY LIFE FOR THIS BRO
