Nothing changes when setting up the web server, it works exactly as before. But you will need a Poe hat, because the Pi 3b+ itself is not Poe capable. Poe is only the power supply via LAN instead of USB.

This is a switch. But it has nothing to do with how you set up a web server. It is set up in the same way as usual. The switch takes care of the network. And if you want to know how to set up the switch, you need to read the instructions and learn how networks work.

I don't know how your network is set up, but normally the Pi gets its IP automatically assigned via DHCP. If your Pi is in a VLAN, you have to make the settings accordingly on the switch, not on the Pi. And since I don't feel like guessing what exactly you have in mind, it's time you explained what exactly you have in mind. Why do you think the web server has to be set up differently just because the Pi is connected to this switch? What exactly is your end goal?
